OK, so its not the best looking but I've seen some dealers grading comparable William III copper as 'fine'. It is certainly very rare, and you don't see them very often, if at all. Although I don't have a 1699 'GVLIEMVS' myself I do have quite a few of the listed (and one or two unlisted) William & Mary and William III errors/varieties, and I'll post photos of some over the coming week. Here to start is a 1694 farthing with the 'GVLIELMS' error and unbarred A's in Britannia. Like your 1699 1/2d no beauty, but very rare. The Reverse is much better than the obverse which looks as though it may have been weakly struck in the first place.
