to CCF. Not a doubled die. Looks like VLDS,very late due state or a worn die . I would keep it as a reference piece.

Sorry that is not hub doubling. It is from Die Deterioration. it is a VLDS (Very Late Die State) die. The coin is showing the dies age. It was struck that way. We have seen this before. Most of the time it is not pretty. How do you tell the difference between hub doubling and Die Deterioration? Hub doubling show an exact set of devices next to the other devices. We call this spread. (the distance between the hubbings) The strongest example is on a cent:

It isn't always that strong though:

Notice hot it is a copy from two different hubbings? The doubling is usually on just one side of the devices.
On Die Deterioration, it doesn't always follow the design and like on yours you can see the distortion on both sides of your devices. One is from a worn out die and the other is on the die itself, thus the term doubled die. Here is another nickel with the same issue:
