Looks like an over circulated coin or an altered coin. If it were a stuck through grease the rim edge would be full. If it were a struck through a capped die, the reverse would be normal. I do see evidence of edge damage, so it maybe an altered coin. It could be used in that pesky 1909-S VDB hole in your album. LOL
I agree, it's just very worn. Try to look for a date- I think I may see 1919, but I can't be sure. Experiment with lighting from different angles, and you may make it more visible.
It does look like 1919, which statistically makes sense for something like this given its huge mintage. This is quite a remarkable example of wear for sure!
