This is a coin struck by a slightly mis-aligned obverse die. This is a very common occurrence.

As bill said they very common from 1980-1990 I don't thing they ever aligned any dies they just stamped them out!

Dies are aligned at the beginning of each run and checked for alignment during the minting process. These are by no means hard to find but They don't just load em' up and run em' , as suggested.

You can see this same thing on all denominations.

I agree its hard to go through a roll of dimes and not find similar coins
