I'm trying to understand the finish on Matt coins but have trouble identifying them by eye. Some help in ascertaining this one would be appreciated.

63, shot at 64. Regular business strike.

The specimen coins will have much, much nicer/sharper rims.

That is what we refer to as "patina", note where it is worn off on the highest points... most definitely a business strike coin. The finish on coins, and their cartwheel lustre, can depends on what stage of the die life is at when the coin was struck.

The coin pictured is 1939.
Matte vs. mirror finish refers to specimen coins only.
Your coin is not specimen, it is business strike.
MS63, not particularly well struck.
Look for examples with more detail at the steps and highest relief points of the tower.
"Dipping" is not considered cleaning...
