Is it the way photos are taken as well? Flash or natural light. Or there is way to tell a coin is cleaned regardless under any light.

i can tell because of the odd colour of the coin as well as all the scratches and scuffs heading in the same direction. also because of the colour difference around the lettering because what they cleaned it with couldn't reach into the those hard to reach areas.

This coin in particular has hairlines and has clearly been cleaned. But to the point of having discoloration or dirt around the letters, this doesn't always signify cleaning. These types of deposits can also be seen in uncleaned coins where foreign particles and/or moisture can and do get caught. Otherwise MS60

When a coin is that harshly cleaned, grade means nothing.
