It's definitely not a coin, but what it is, I have no idea. It's got a French or French-inspired royal coat of arms on one side, and a very crude-looking Republican-style portrait on the other. I can't read any of the writing.

French play-school money, dated somewhere in between 1898-1917, inspirated by the Dupuis-10 centimes coins. I have seen several of them at the fleamarket in Paris in the eighties, for a few francs each.
