I found this yesterday from a bank roll, I've been trying to get a good picture of it with my phone.. But so far these two are the best I could manage. Very visible when looking in person.

Strong doubling at the bottom of the word "LIBERTY" and also at the bottom of the number "7"

Could anyone tell me possibly value of this ungraded, and would it be worth sending to NGC or PCGS?

This is machine damage. Also, this is a modern coin so it should be in the modern error and variety section.

Here's a link to help you going forward: https://www2.briansvarietycoins.com...tings/cat/20

This goes to the only known DDO for the date. However, the reverse has a few listed DDRs one of which is a "Best of" variety. Good luck!
