I first documented the medal in 2014 (based on my research findings) and I finally located an issue in 2015. A short history of this jackpot find at my ANA blog:

This uniface medal is actually US Mint Stock #133 or #134 obverse (Eisenhower 1st/2nd inauguration) with a blank reverse functioning as an engraving pad.

There are three unique messages from President Eisenhower. Each medal has the recipient's full name. Complete recipient listing is documented in National Archive records.

The entire group of 125 medals were a special striking by the Bureau of the Mint and President Eisenhower paid for it by check.
