The last "1" in 1961 is weird..
I'm thinking post-mint damage, but I'd like a few opinions.

That would be damage as well. A crack on a die face will produce a raised feature on any coin struck with that die.

More damage.

A cracked die will cause a raised line on the coin.

Keep hunting. There are many die cracks to be found!
