I have this coin which is listed by KM/NGC as never released to circulation, yet it is priced. A few others are listed on ebay. Does anyone know the story of this coin?

Perhaps it has to do, with the new syli in '71. (10 francs = 1 syli)
Mtg. of 2.85 million, they have to go somewhere.
