It is a struck through debris error. If it were a Cud the outline on the die in that area would be missing. You can to the right side of this the rim is missing? That is because that area has peeled off the coin. Struck Through Grease on part of the date.

The area on the reverse side looks raised. Is it extra metal stuck on there?

It is raised. Coop is saying that it is struck through debris. Perhaps it should be called Retained Struck Through Debris?

Partly and parts of it has fallen off as noted on the right side of the area in question.
