I am thinking this if from a Late Die State (LDS). As the die gets toward the
end of life the lettering can show wear going towards the rim.

I might not be saying that as well as a expert like coop would ...

You said it correct. It is extreme die wear on the tops of the motto. Look like it might be a Small date 'D' mint. (which is common, The Philly ones are the premium cents)
