If your talking about the spot under "LAND", to me it looks like a
Struck Through Grease error ... very common on quarters.

The area on LAND is caused by coins making contact with that area. The devices on the ring on the outside of the quarter are incuse. So contact doesn't affect the letters, but the fields leaving those lines like that. I agree with the die chip on the hat.
