Looks like a case of machine damage after the strike. This is very common on the larger coins.

Thanks Dustin. I agree it is a nice example. When I see a coin like this, my head says the devices are reduced and it follows the design, so it's movement after the strike, and not deterioration or DD. Then something else kicks in and says it's too perfect. Sometimes I need to listen to my head more. lol
