I feel that this coin is accurately graded at VF35, and think NGC pretty much nailed it. XF40, I can see possibly. "Colonel" Ned Green was an interesting man, highly successful in business, wealthy and flamboyant, and a philatelic/numismatic legend, and if you have a few (dozen) spare minutes, there are a great many stories to be enjoyed, starting with the 1913 V nickels (why have one when you can have all five?) Has the coin been removed from this holder? The initial images don't show the NGC prongs and a much lighter coin? It is nice to see an Ex: Col. Green piece that's not overgraded!
EDIT: Just re-read your first post. It's amazing how much lighter it looks in the first images.

I did not. I have sent a message to seller. I will see if he replies. If not, I am not worried, since I do have several pictures of it from Heritage.

A good read is the book "Hetty" she was known as The Witch of Wallstreet, and she was Col Green's mother.
