On the right sides of LIBERTY you can see the reduction of the devices after the coin was struck. If it were hub doubling with notching, the devices would be enlarged. The notching is from an overlap of the hubbing process. Leaving the device enlarged because of doubled devices.
Here is an example of machine damage probably caused during ejection that damaged the tops of some devices, and not damaging others. Note compared with a normal coin, the devices are the same size, but the MD makes a mark on some devices and on the right side of the MD get stronger, like on your coin.

Hub doubling should enlarge the devices, because the notching is caused from a double set of devices by the hub:

So while it can look like notching, unless there is a spread included, it may not be a doubled die. On your coin it looks similar to the the 'ejection doubled' on just a few devices. the devices will all be affected similar on a doubled die. On MD than can vary just like they did in the side by side I posted.
