Someone put two coins in a vise and squeezed them together. The image of one transferred to another. I don't think this is an error, but this is damage inflicted on the coin after it was produced. PSD.
Did you note the mirrored image on the shoulder on the obverse. If this was a striking issue, the devices would be normal, rather than mirrored. They are mirrored because of aristarchus123 mentioned, squeezed between another coin. PSD The high points of the two coins are transferred to each other. Agreed. And also Matt if your thinking of struck through die caps with brockage you may want to search those in the search bar you will see the differences it's too much to write here-you can also do a google search on them good luck
