1957 Wheat Penny Error?

I decided to go back through my 64' and earlier coins and came across 3 the third is very hard to picture,this is my second favorite and more interesting than the 3 coin.I'm really excited about my favorite to follow shortly. But this coin has something on the neck and is raised above the flat spot in the coin,but lower than the neck.Your thoughts? Thanks for looking! Any and all advice is greatly appreciated!

Probably a die gouge.

I'm not sure. The lines look very crisp. That leads me to an error. But I will say that I am new to this so maybe there are clean die gouges!
