I don't think acetone will help.

Try verdicare. It can't hurt.

I am glad you got it cheaply!
With bronze disease, keep away from other coins.

Verdicare may help a little, but it will not increase the value in this condition.

Honestly, no price you paid for this example is cheap enough. Even if it had a perfect planchet, there's nothing left to it wear-wise. But here, you also have the surface scuzz... being aided and abetted by as-made planchet/alloy problems (which is of course common on these).

This is not a particularly rare type in lower-mid grade (though for better mintmarks in nice grade on a good planchet...) - you can get a 100x better piece on that site full of scammers and crazies, the ebay.

Under $10 yielded these infinitely more decent specimens:
