From what I can see, I think it's probably a well placed Die Chip. Here's an extra claw and feathers die chips I found on a Kisatchie quarter.

Basically it is a die state, that is, the die has a chip. It is not a variety and really not a true error.

But, some people think they are interesting and I think it would be fun to find one. If I did, I'd keep it.
