With those dimensions, I highly doubt it is a federal US issue.

Here's a WAG: an unclad quarter planchet. All the regular coins are clad in NiCu around a copper core. Could this be a copper core?

Where did you find it?

I dont think this is a copper core, not really sure what it is, not Two Cent, could be a foreign, that would be my best guess. I would also like to know where you found it

Planchets have a smaller diameter than the resultant struck coin. It cannot possibly be a copper core from a clad quarter because it weighs more than a normal clad quarter planchet. I cannot say what it is but I can say that it is not a US planchet. The diameter, weight, plus XRF analysis would narrow down the possibilities for a foreign planchet but it would take alot of legwork to match it and it would be almost impossible to match it to a privately made token planchet.

Doesn't appear to match anything US made as far as blanks (or core centers) are concerned.

I suspect just another way to capture "error buyer dollars" by the sale of something that isn't an error. There are so many of these rackets its impossible to keep up with what will be the next "big error".
