Is there anyway of telling from these photos if
this is actually a Matte finish?
To me the lighting makes it difficult to tell if
it is or not.

Not an expert, but looks like lighting combined with dipped/cleaned to leave flat look.

Caveat emptor.
"Dipping" is not considered cleaning...

Most definitely not a Matte proof. You can see traces of lustre in the devices that disappear in the field of the coin. EF/AU or cleaned.

Thanks for all the replies.
I was pretty sure it wasn't a matte finish
but just wanted it verified.
Price is too high for a business strike but a good
price if it was a matte finish.
