I'm not seeing any doubling. There are a lot of small ticks and marks that might make some letters appear to be more than they are.

It is a doubled die. It is an issue with a master die that made a lot of dies from all three mints. So a large percentage of the coins that year were made from master die doubling. So they are a common coin. The identifying doubling is on these devices:
