Looks quite similar to one of my dads high school experiments: electroplating. I'd guess it's probably aluminum, maybe silver plating. If it feels sticky, it may be as simple as some paint or dye of some kind.

Could have been a buried coin or maybe from the bottom of a cars cup holder.

It doesn't feel sticky and under a magnifying glass it doesn't appear to be beaten or exposed to acid. I've never seen anything like it.

Unfortunately those were the best pictures I can take for now. At first glance it looks like a steel penny but I know that year doesn't have steel pennies so I figured it had to be PMD.
