It would not be a mint mark. If it is raised metal then most likely a die chip or damage that moved surface metal to create that lump on the eyebrow.

A close-up of that area and better lighting would help I'm sure.

Perhaps the coin took a hit near the eye and there is a bit of displaced metal on the eyebrow.

There's no way a D mint mark would end up there -- so it has to be something else.

the mint stopped hand placing mintmarks in '89 so there is no way.

If you gently push on that bump with a wooden toothpick and it moves at all it is probably an air bubble trapped between the copper plating and the zinc.

If it does not move or depress then it is probably a die chip.
