i KNOW IT LOOKS LIKE DAMAGE BUT FOR SOME REASON IT CAUGHT MY EYE IT ALSO HAS SOME TONING AND IF YOU THINK ABOUT HOW COULD SOME THING CAUSE THIS SPECIFIC COIN TO LOOK LIKE THIS.

Slid on a parking lot or sidewalk would be my guess.

You're actually lucky that that coin wasn't a DDO. If it was I'd be crying. But yes it is PMD.

and and It probably was done on purpose with a file, you can see the different directions of the tool work

Just ask yourself -"Self, how could this happen during the minting process?" And just keep asking questions - You will soon learn what true minting errors look like.
