It looks like a 1, two 9s and a 5.

Maybe it represents the year 1 9 9 5?

I'm also uncertain of your question. I'm not seeing anything unusual about the date, if that is what you are asking.

I think I see some Die Deterioration Doubling on the date.
That is a common issue from over using the dies. It doesn't add any value to the coin and collectors don't want it.
