2000-P Jefferson Off-Center With Some Kind Of Reeding

I found this 2000-P tonight in a bank roll. I hope to have help with two questions:

1. Since the coin is offset both on reverse and obverse, then is this a genuine off-center strike rather than a MAD?

2. I noticed that most of the coin has some patterned indentations that look like reeding on the edge of the coin (See photo at bottom). What is this reeding from?

I would say off-center but it's not off-center to the same extent. I'm no expert.

I have no idea about the "reeding."

Off center strike. Seems to be out of round. Make me question collar containment. The reeded edge anomaly is another puzzle. Thanks, Doug.

Could it be a wrong Planchet? I've seen a penny struck on a quarter planchet that looked similar to this.

Slight off center and the edge was probably damaged in a counting machine.
