1990 Lincoln, Not To Sure What To Make Of This.

I came across this weird looking Lincoln and originally thought someone took sandpaper to it.But the thing that has me is how would someone make scratches inside of the numerals and letters without scratching those devices away? So here it is!

With so many parallel scratches, it looks to me like someone used a wire brush on this cent.

I agree it looks that way,But how would the scratches get into tight crevices like the ear,front of the chin? To me using something like that would leave spaces in the scratch as it went over a device.

The markings are going many directions, looks like it got caught in something. Not really seeing much on the reverse as far as damage though.

Or a straight pin/needle. It was done light enough to not go through the plating.

If these were die scratches, only the fields would be affected. Coin altered.
