To my understanding this would be impossible as since 1990 the Mint Mark has been made directly on the die. There will be no true RPMs and OMMs from 1990 to the present.

To the community But it's a no, The mint quite hand punching the mint marks in 1990.What you are seeing is a split plating issue which eventually turns into zinc rot

Since the mintmarks were on the hubs at that time the only way to get a D/S would for it to also be a double die (Design hub doubling I forget the class number) with the die first being hubbed by a hub with one mintmark, being annealed, then brought back and being hubbed with a hub that had the other mintmark. (This was before the single squeeze hubbing began.)
