Looks like a drop of something was on the reverse for a time while the coin was new and later peeled off the coin. leaving the original finish there.

On the mint mark, the post that formed the center of the mint mark has broken off and even chipped a bit away from the die in that area. Note how it is uneven. The mark on the SW part of the mint mark is a contact mark from coin circulation. the seeming 'S' is incuse on the coin. Not a mint mark punch. If it were it would be raised from the field and not incuse on the mint mark. Just caoin worth copper value at the most.
