Maybe in hand it's showing that luster underneath. The photos, although you provided some nice ones, just are not showing much under that tone.
I've only had three coins conserved and I loved the results on all three, although they were fairly expensive coins bought with the hopes that they could be restored to glory. I got lucky with all three, but I'm sure my lucky three isn't going to pan out for everyone.
It's tough to tell on this coin because the toning seems so entirely random.

Maybe try a dip in ez est? Are you sure it isn't cleaned underneath? I have seen wonky toning like that covering up an old cleaning. I cracked out an unattractive 1902 P in a NGC 62 holder (I guess NGC missed it or it wasn't evident til after a dip). I dipped it and immediately saw faint hairlines which was covered by the ugly toning, granted the ugly toning is gone. Now this coin serves as a teaching tool. Similar situation happened to my 1935 canadian dollar which was harshly cleaned underneath ugly toning after a ez est dip.
Something to consider Adam.

Don't try dip unless you know how to do it. I didn't like the results of E-z-est on my Morgan.

The streak on Ms. Liberty's cheek and in front of her face looked to be pretty dark. It's hard to tell exactly what the coin looks like in person because each picture leaves a differnet impression. If the streak is as dark as it looks in the first picture it might be too dug in to remove completely. I consider looking for another coin if this one displeasing you. The 1878-S Morgan dollar is not a really tough date.

Luster is gorgeous and highly prooflike in hand except when viewed parallel and not perpendicular or angular. It's not an issue of needing this coin for something (although it is a fairly scarce VAM 42A, I have 7 other 1878-S including a CAC 65+.) It's more the fact that I simply do not find the hazy toning to be really attractive, but I am far too scared to attempt to dip the coin because I am worried it will destroy the PL surfaces. It's getting harder and harder to find unmolested, original PL/DMPL Morgan dollars that aren't already in slabs and haven't been abused, and I'd really hate to ruin this one. You can see very detailed pictures in the VAM forum here taken at 10x magni with my microscope. There are no hairlines or any other indications of a cleaning; apart from a few scattered bag marks, there are no signs of circulation rub. I think that the coin would full grade MS 62 PL. Having never sent anything at all for conservation with NCS, that is my main question and concern -- if this type of heavy toning is something that can be "conserved" or if it would be a gigantic waste of money and time and I should just stick it in an envelope and let it be. I am attaching a photo that is not very sharp but is with the coin being held (by the rims) in hand, and another photo shot with a much stronger light hitting the coin in a different way propped on my keyboard, both of which minimize the PL surfaces in an attempt to capture the luster differently. If I were going to attempt a dip with EZEST, what would the optimum strategy be? 5:1 dilution with water for 2-3 seconds followed by immediate hot water rinse and acetone bath? Is that a really bad idea?

They say use ez est for 3-5 seconds, then run immediately under running water then dab dry on a microfiber cloth. I can attest to ncs doing wonderful jobs on 2 of my 1928 Peace dollars which had heavy black tarnish and they revived its original skin. If you do use ncs make sure to get VAM attribution after it has been switched over to NGC. Ncs and NGC are both in the same building FYI. Your call Adam.

I am not so sure about cleaning the coin yourself, Better off leaving that to NGC or PCGS. I do think that your keyboard cold do with a scrub before you catch something "Nasty" from it though

I would call NCS about conserving the coin. The upside is you get a PL coin with the full effect of the mirror finish. The down side after conservation would leave the mirror finish with cloudy or milky mirrors.

Trout, it's on my list of stuff to do. It's a Model M so the keycaps are all easily and fully removable, but with my 65 hour work week and trying to maintain a 3 bedroom house all by my lonesome, the small things are not always tended to as efficiently as I'd like.
Looks like I'll wait until this year's TNA or the next big local show that has NGC onsite submissions and send her off to see what happens. I don't usually slab coins, but I've got a few other very nice raw coins I can use to meet the 5 coin minimum, mostly duplicate Morgans, and Bust halves.

Hopefully we'll run into each other at the next show. It was kind of ironic that we sat 8 feet apart at the "Demystifying VAM Collecting" Q & A last year and never knew who one another was.

I try to go to TNA every year so unless something drastic happens I will be there this year. Next time ANA comes to Dallas is 2018.
