The bust looks more like a braided hair large cent. Can't make out the date, but maybe 1839?

Not an 1823, not a braided hair, and I don't think it's an 1838 beaded cord (at least the cords don't appear beaded to me) Head style is that of a coronet young head 1835 - 39 but as I said I don't see the beaded cords which would eliminate about half of the 38's and all but two varieties of 39 (and one of those two is a braided hair so it's a different head style anyway.) Probably a 1838 plain cords. Oh and it is a cent not a dollar.

Change the title to cent. It sure isn't a dollar no matter what the date is. If it was worth a dollar face value, I'd spend it!
