looks like slightly off-center strike. Since all the design is present, it may not have a good premium. I do like how you can see some reeding near the date.

Collar clash on a VLDS die. The die is breaking down thus the distortion of the devices. (note how the edges of the fields and the bust are almost gone) (Neck area)
