For me if I found it in this condition I would obviously hold on to it. But, I wouldn't spend any money to buy it in this condition.

The other thing is, I can see an S mint mark although it is faint it is there

I believe the last digit is what remains of a 4. What you think is the bottom of a 2 is too high relative to the 199. It has to be the bottom of crossbar on a 4. Still Lookin

Possible I spose yes, but if I really am seeing an S mint mark then it would prove to be hard to sell it as a 4

If it were an 'S' mint mark, it would be a Wide AM on the 1994 proof cent. Just a damaged 1994 business strike cent from Philadelphia. It is a RDV-007.

The date on the 1992 is not that close to the 9.  It is a 1994 Philadelphia damaged cent. (normal coin for that year)

I had to take a second look, I see where others are seeing the 4 now. I missed that before. I guess Pareidolia is affecting me today.  How about a clearer image to work with?
