Both Valentinian II. If Tesorillo says it's rare, there are probably less than 10 known.

The coins of Valentinian III are much cruder.

I don't believe Valentinian III issued a SALVS REIPVBLICAE AE-4 with Victory holding a captive by he hair.

Both Valentinian II, as Paul said Val III are much cruder and often on very small flans with little or no legend visible.

I've always said the easiest way to tell is that if I own it, it's almost certainly not a III.
