I found this 1988-D earlier this week while CRHing. Note the weakness in the rim opposite the clip and in the obverse lettering. I think that is the Blakesley effect!

Nice incomplete planchet. The weakness opposite the clip is called the Blacksley effect.

Does a clip happen from another coin being minted near it such as it would have clipped that coin is that how it happens ?

Nice find!

It happens during the blanking process when the blanks are first punched out of the flat metal.
