Sorry it is not. it is machine damage that bumped those devices after the strike. Best way to tell? Look at the 'O' on OF? Note how the left side of the 'O' was reduced by the MD? If it were a doubled die, the devices would be wider, not thinner than normal.

Also note the notching on the devices. That doesn't show on your coin. Sorry
