A Smudge Embedded In Presidents Cheek On This 1966 Dime?

If you look at the eye area, it is very difficult to get on camera, there is a horse shoe shape, that has what looks like a smudge. Almost like if you touch your finger in wax and it leaves a ripple effect. Are these just scratches? I hope the pictures are clear enough, if you all need me to take them differently, please let me know. These do not appear to be scratches they actually seem to be embedded in the metal.

It is incuse on the coin. When it is sunk into the coin like your example, it was transferred something else to the coin. PSD (Post-Strike-Damage). It didn't happen during the strike.
