Its hard to tell by pic, need a closer one to really determine. Most similar "errors" happen PMD. These (from mid 1982) are zinc core w/ a very thin coating of copper. Much damage comes when air and corrosives penetrate to the zinc causing "rot". This damage is usually a contact caused, coin or other object hitting coin. If you think it is a doubled mintmark, try checking out http://www.copperrcoins.com for 1989D to check for a match. Have fun!

When your coin was struck, the plating was split. This started the air getting to the zinc underneath altering that area internally. Very common on the 1980's zinc cents.
