Appears someone had a caustic solution on thumb or finger when handling, caused a corrosive effect.

I've got a copper nickel:
2003-Nickel-Cladding-Error?
It is struck on a cent planchet. (note the planchet couldn't contain the die devices and fell they over the rim)
