Just took the better part of an hour trying to take pictures of the coin in question (using a mirror) lol I give up. Are rotated dies sought after? This one is quite significant in that if you hold it with the obverse facing you and spin it around evenly (not flipping end to end) the queen on the reverse is upside down. To give a better idea the D in D.G. Regina lines up approx. with the second A in Canada on the opposite side.

If it is as you say it is significant enough to be worth a premium.
Sounds like it's not 180 degrees of rotation though at which position it would be considered upset dies.
"Dipping" is not considered cleaning...

Thank you for the reply, as far as a picture I think the best I could do is use two 1991 cents to show the positioning. Showing how the obverse and reverse line up

Just hold the coin with tweezers to a mirror and have someone photo the whole background you will have both images

Or -put the penny in a 50-cent sized 2x2 flip with the reverse side normal and draw a north south line on one side with a sharpie, right over the mylar. Take a picture. Then, turn the flip over and put the obverse side normal up. Take a picture. You will see the line you drew on the other side, through the gaps in the mylar window.

Very accurate.
Leaves no room for doubt or error.
Waiting to find a coin such as th OP's to put them to good use.

It's now not as impressive rotation, about a 60 degree coin, but still kind of cool

Thank you for the comments at least I have a closer idea of the rotation too bad its a nasty example. If it was nicer it would maybe have been worth something.
