It's in an old ANACS slab but the reverse shield ding concerns me.

I dont think so. It might be visually distracting in hand however.

Looks like natural wear, with a ding in the shield; shouldn't be a problem to crack it out and send it to PCGS.

Since it's a circulated coin at the XF level handling marks should be expected.
I think it will slab as original.

I really don't think it will be a details coin . It is almost to be expected on a circulated coin of this age .

I have no opinion on the coin itself, but I wouldn't crack it out. I'd submit in holder. PCGS has a February crossover special. If it doesn't cross, it comes back to you in the ANACS holder. http://www.PCGS.com/crossover

If the coin is already graded by one of the TOP 3 why do you care what the TOP 2 think unless you are trying to buy it, reslab it, and try to make a profit based on public perception of the grading services?

I'm no expert on the series, but EF40 seems a little high, no?

I wouldn't try to cross it since I'm a fan of the small anacs holders
