Because I have a 1998 no mint mark Washington quarter in my possession that appears to have faint double strikes on both sides. Not noticable unless viewing it in good lighting and using a magnifying glass. Does not show very well in photos either. I've been trying to use different filters to photograph it and then post it but haven't found the correct one yet. That's why I am asking.

In this image you can see that there is a faint letter "Y" next to the Y in the word "Liberty". This was the only photo that I took that actually shows the error on the coin.

Angela, in that photo I see the faint Y, but it does not look like a similar font as the coin. also it looks like the second Y is literally a full other letter by itself.

the image you posted is too dark for accurate assessment, you need to take another one under better lighting to be sure.

Most doubling is seen only at the edges, and you will see a stepped appearance, you can search on this forum for double dies or DDO or DDR and you will find many, many great examples.

I suspect yours is just PMD.

As I have reiterated in many of my responses to your questions, it is important to educate yourself first. Here is a website on doubled dies: http://doubleddie.com/58222.html

If you blunder into the hobby blindly, you'll be taken advantage of. I can grab a hammer and a couple of coins, then crank out "error" coins that exhibit ridiculous amounts of doubling. However, it would be incuse, and not raised, which is a glaring error. Many beginners would likely fall for this, but few of the people here would. A few minutes of research and the most basic understanding of how coins are made will help you catch stuff like this.

A quote oft attributed to P.T. Barnum (erroneously so) is "A sucker is born every minute." I've seen coins on ebay listed as error coins when it's obvious someone just took a file to the edge. $250 for an IHC worth less than a buck? No thanks. (Not sure what IHC means? Look it up!)

This hobby is complex, and there's a lot of learning involved. I'll liken it to baking: before you can bake a cake, you need to learn what an egg looks like.

Most of the time, what is thought to be something is just the eyes way of trying to figure out what might be there. In this case it looks like A raised bump on the coin. They eye fills in something that is not there. If it were there, all the other devices would be affected also.

There reverse was not affected on this one. (Proof coins are double struck)
