looks like someone sanded/filled/ground away the rim, afraid its no error, just PMD

It's possible I'm wrong but this coin seems to be to smooth and consistent to be sanded/filed..it has no striations and seems otherwise normal, any other ideas?

The coin pictured has been damaged.
Value would be one cent.
It is not a mint error.
