What On Earth Did I Find? Philidelphia Uncirculated?

Well, here's something I've never seen before, and I wasn't entirely certain which forum it belonged in, but it was either this or commemorative.

I found this coin in a roll of pennies at work, at first I thought it might be one of those inter-bank coins that never see the public... but they tend to be of large sums, why would the bother with pennies?

Another theory, is that it might be some sort of novelty, given out to people who take a tour or from a gift shop or something, but I haven't a clue, and would like to know what the experts think!

Its the token that the mint puts in the mint sets. Someone took it out of a set and put it in a roll.

I like the ones included with the 1982 Proof Set. It occupied the spot where the SBA Dollar would have gone. I have it in the last hole of my SBA album.
