What causes this is not the die being filled. If the die were filled on the mint mark, it would be shorter. Lower profiled. But the reason the center is filled is because part of the post, the upper part (which is the tip of the post, had broken off. This post make the inside portion of the mint mark 'D'. Because of the partial break of the post, the lower part still forms the center, but not as deep as it did in the beginning.

This applies to the internal centers of the other devices as well as illustrated above. Hope this helps. So it is not a filled die issue, but a broken post issue.
Rest in Peace

They used to be called "dots", starting in late 1977 through 1979 it had gotten worse and worse. Very common among those years. 1979 even has a "fooled" mintmark assumed to be doubled but is really only a die chip out of left lower corner.

A die dot is a raised area on the fields. On the Wexler 2015 cent:

Quote:
2013 1¢ WDDO-005
Description: Strong extra thickness shows on the letters of LIBERTY. Light extra thickness shows on the date.
Die Markers: Obverse: Die pitting can be found to the right of the bottom of the E in WE. Reverse: A die crack runs along the top of the left side of the shield. A die chip can be found at the top of the shield north of the first you in PLURIBUS. A die gouge (dot) can be found in the field to the right of the top tip of the shield and south of the O in OF.

Dropping down to this image you can see the raised area on the field on that image. (4th. image for this die attribution 2015 WDDO-005)
