If the mint mark (MM) has doubling after 1982, when they quit hand stamping it into the dies, then it's MD.

So I brought out shadow detail on one of the pictures and I think what I'm seeing is Die Deterioration Doubling. It doesn't resemble the doubled die obverses I've seen on recent Washington quarters.

That is Die Deterioration. Normally we see that on the devices on the bottom, but sometimes see it on the inside of the devices like your coin has. The die might have been polished and it removed the lower ones. Just left the upper ones.
