It is master die doubling. It is similar to a doubled die, but when a master die is doubled, all of the dies created from it will show the same doubling, so there will be millions of coins minted that are all doubled. When you have large numbers of coins that are all the same, they don't carry a premium over a normal coin.
In 1972, this happened at all three mints. Many of the P,D, and S mint cents will show this same doubling.

FYI, the way I read it all dies were created at the Philly mint and then distributed to the other mints during this time period. Thanks, Doug.

Well technically it is a doubled die. But it is from a doubled master die. There was a large percentage of these from all three mints. So they are very common. So it is a doubled die, but it is just valued as a normal cent for that year. (possibly 50% had this issue) They make two master dies each year. So a doubled master die would be used to create the master doubled working dies, then the master doubled working dies for all three mints.
